This is nothing but Lord Krishna Leela.

Lord Krishna is playing flute, (a musical instrument played by blowing air into it.) Lord has collected all clothes. Beautiful girls are asking for their clothes by raising hands towards Lord Krishna. Due to their modesty, they do not want to come out from the water. Lord Krishna wants to give the message that girls should not bathe without clothes in an open space.

According to a story mentioned in the Padma Purana, Shri Krishna gives knowledge to the gopis about bathing naked in the open.

Chir Haran in Padma Purana describes that the Gopis take off their clothes and go down into the river to take a bath. Lord Krishna confiscate the clothes of the gopis from his pastimes. After finishing bath gopis search for their clothes, they do not find the clothes. At that time, Shri Krishna informs, Girls, your clothes are on the tree, get out of the water and grab your clothes.

Being naked, the gopis express their inability to come out of the water. They added, when they came to bathe in the river, no one was there at that time.

Listening to this, Shri Krishna told, 'you think that 'I was not there, but I am present everywhere every moment, the birds flying in the sky and the creatures walking on the ground saw you naked. When you went into the water naked, the creatures present in the water saw you naked, and when you entered the water naked, Varun Dev (God of Water and sky), present in the form of water, saw you naked.

This thing is also mentioned in Garuda Purana. The message was about the moral social behavior of women.
